COMMENTS:

Effective Nov 29, 2001 no ship personnel will be allowed to leave or board any vessel while at docks. Store deliveries, mechanics, etc.

will also not be allowed to board or leave the vessel. The vessel's agents and the petroleum inspectors, government agencies and loss control

representatives will be able to board and leave the vessel. The vessel's agents must give Valero, in writing, a list of personnel

that will board the vessel. These personnel must check in and out at the Security Building for controlled access. These persons will be

subject to a complete search of their vehicle and baggage. These persons must have valid picture identification on their person at all times. Any and

all other persons that must board or leave the vessel must be done by launch. Valero must receive, in writing, a list of these persons and affiliated

companies for our file. Valero will hold the vessel's agent, ship captain and vessel owners responsible for the implementation of this guideline.
