| Crew Changes/Shore Leave/Provisioning of Vessels will only be allowed under the following circumstances: | ||||||||||||||||
| 1. Advanced notification of intent to change crew members, allow shore leave or provision the vessel must be provided at least 24 hours prior to the vsl arv at our facility. | ||||||||||||||||
| Notification must be made to Tracey Broadtman (fax 985-535-7255, email tbroadtman@marathonpetroleum.com) in accordance with the minimum 24 hrs as stated above | ||||||||||||||||
| and during normal business hourse Monday thru Friday. No exceptions to this policy will be made. | ||||||||||||||||
| 2. The notification must include a listing of names of all personnel contractor name for provisioning) that will be involved in crew changes and/or shore leave. | ||||||||||||||||
| 3. Personnel arriving at Marathons facility to board a vessel/provide provisions will be required to report to Gate 6 and present a valid picture ID (drivers license, passport or military ID. | ||||||||||||||||
| 4. Upon confirmation of a valid picture ID and being listed on the notification letter, the personnel will be directed to the proper dock gate. | ||||||||||||||||
| 5. Personnel are to be escorted between the dock gate and the vessel by the vessel captain or their designee. | ||||||||||||||||
| 6. Personnel leaving the vessel are to be escorted by the vsl captain, or their designee and will follow the above steps for re-entry to the vsl. | ||||||||||||||||
| 7. In the case of vsl provisioning, the provisioning vehicle will be unloaded immediately and depart the dock. Under no circumstances will the provisioning vehicle be allowed to park | ||||||||||||||||
| unattended on the dock. | ||||||||||||||||
| General Dock Operations | ||||||||||||||||
| 1. Secure vehicles (i.e. those used within the refinery and docks and those responding to an emergency) driven by MAP employees | ||||||||||||||||
| or routine contractors will be allowed to park within 100 yards of moored vessels. | ||||||||||||||||
| 2. Provisioning vehicles (those delivering materials, vessel stores, etc.) shall park outside of 100 yards from a moored vessel. | ||||||||||||||||
| 3. Ship agents will provide the PSC Dock Master (Terry Montz, Fax- 985-535-7279) a list of all crew members, visitors, deliveries, or | ||||||||||||||||
| maintenance persons expected to arrive and requiring access to the dock or vessel in advance of the vessel's arrival at the Garyville docks. | ||||||||||||||||
| Additions or changes to the list will be allowed on an emergency basis. | ||||||||||||||||
| 4. These lists will be forwarded to the Gate 6 security officer by the dock master or dock foreman. | ||||||||||||||||
| 5. Persons on the list will report to Gate 6 and will provide proper photo identification (drivers' license, passport, military, government, etc.). | ||||||||||||||||
| 6. Official Government Agencies: Are not required to be pre-listed but must show official identification and should allow for an escort | ||||||||||||||||
| (provided it will not impair the purpose of the visit). | ||||||||||||||||
| 7. All persons not included on a list, provided in advance, will require FSO (Wally Dows) approval. This approval may be disseminated | ||||||||||||||||
| to security andlor dock operators through the security supervisor (Keith Accomando), dock master (Mike Ellis) or the tank farm supervisor (600) | ||||||||||||||||
| 8. The Gate 6 security officer will check and ensure the person is listed and verify the name via the photo ID. | ||||||||||||||||
| 9. Security will conduct searches of any hand carried luggage or bags and vehicles that win enter the docks. (See below for MARSEC search rates) | ||||||||||||||||
| 10. Security will direct the person to the correct dock entrance and will contact and inform the PSC dock operator of the arrival. | ||||||||||||||||
| 11. PSC will provide all escorts to and from the gates for visitors related to dock operations. PSC will instruct the ship captain or his designee | ||||||||||||||||
| to provide escorts to and from the gates for visitors or deliveries to the vessel. | ||||||||||||||||
| 12. The ship captain or his designee Will be responsible to conduct an additional search of delivery vehicles and the interior of boxes containing stores. | ||||||||||||||||
| 13. Delivery vehicles will be immediately unloaded and will then depart. These vehicles will not be allowed to remain parked or unattended on the docks. | ||||||||||||||||
| 14. Water side, vessel to vessel stores shall not be permitted. | ||||||||||||||||
| 15. Advance verbal notification of arm guards requiring access or other high risk measures must be provided directly to facility security at 504-415-5734. | ||||||||||||||||
| 16. At higher MARSEC levels, Marathon reserves the right to prohibit deliveries, visitors, or crew changes at the facility. | ||||||||||||||||
